When an error pops up on our screen we do not take it seriously, we press OK and start working again without thinking that, this error can affect our computer badly.
When you receive a message with a code name: Windows Update Error Code 646, it means your PC is suffering from some serious issues, therefore, Error 646 should be resolved as quickly as possible or it can result in a permanent damage to your computer.
Error 646 can be solved by the following ways
Safe Mode:
Windows Update Error 646 appears if your system is running in safe mode because in safe mode, Windows operating system don't load the drivers. This means that you cannot run Windows Update in safe mode and if you do so you will get Error 646.
To successfully update your Windows follow the steps below:
1. Restart you PC
2. Run your system Normally (not in safe mode)
3. Go to Control Panel
4. Run Windows Update, you wont receive error this time

Firewall
Update Error 646 problem also occurs due to Firewall, to update your windows successfully, disable firewall temporarily. You can disable Windows Firewall by following the steps below.

2. In Control Panel open System and Security.
3. You can disable Firewall from there.
4. Don't forget to enable Firewall again after installing updates.

System Restore
If the above 2 methods didn't fix the problem and you are still getting the Windows Update Error 646 then you have to do some more work to fix this issue. Now you have to restore your PC to the previous state.
You can restore your system by following these steps.
1. Restart your computer
2. Press F8 immediately while booting.
3. Enter into safe mode.
4. In Start menu search box type Restore and press Enter.
5. Now click on System Restore which is located on top of Start menu.
6. It will open a Restore system files and settings dialogue box.
7. Now you have the option to uninstall the most recent updates or you can choose different restore point.

Update Your System Manually
If all the above method didn't work for you then try to install updates manually. Installing updates manually take a lot of time but to keep your system secure it's important to update it. You can install updates manually by following the steps below:
1. Click on Start and go to Control Panel.
2. In Control Panel open System and Security.
3. From windows updates choose Check for Updates. It will show that whether there are new updates available or not.
4. All the available updates will appear on your screen, check all those updates which you want to install and press OK.
5. Now click on Install Updates button, accept the License Agreement option and click Finish.

On successfully downloading of updates, system will prompt for a restart. Restart your PC and you have successfully installed updates.
